Observe fragments, changes, anomalies, and evidence without forcing early coherence.

Map dependencies, feedback loops, incentives, and points of influence.

Identify the boundaries, obligations, tradeoffs, and pressures shaping the possible.

Build explicit representations that can be examined, challenged, and revised.

Integrate evidence, uncertainty, consequence, and human responsibility.

Commit to a clear path with rationale, thresholds, and review conditions.

Governing principle
